The H series coolers are basically a quieter air cooler. They will definitely be much quieter than any fan based system.

However, that being said, the H series does not perform significantly higher than air when it comes to the actual cooling. Most Overclockers are actually pretty dead set against the H series. You would almost always be better off simply building your own loop. overclock.net has a great section with recommendations, guides, etc. You will get significantly more performance, and you get to choose just how loud it is (can get whisper quiet rad or a louder one for better cooling). A solid loop runs ~$150, and doesn't take all that much time to put together.

So far so good trying to work out some over locking. The h100 isn't loud and I don't have a large heatsink in the way
